Choosing MIDI input/output destination

Sometimes I am able to select my MIDI input and output from the dropdowns on the Preferences->Audio & Midi dialogue, and sometimes it functions like in the attached video clip, where I see the device in the drop down, but I can't select it.

Anyone have any ideas?
